If the display is really HD, even only a second controller would limit what is graphically possible in a title that uses both for multiplayer (assuming they display complex game worlds on TV and both controllers). I think it would open up great new ways to play, but it might not happen.

I doubt the controller's display is HD ...
With that said, it would be up to the developer to choose the trade-offs for using multiple tablet controllers. With 2 controllers you might still get video to each of the controllers and the TV, if you used 4 controllers you probably won't get much more than a menu on your screen.
