At what point is it safe to say Doomed threads on VGChartz are doomed?

I remember reading a thread on here, official and sticky, warning about Doomed threads.  The issue was to not do as many.  Well, BLAMMO, I just saw MULTIPLE threads about Nintendo being doomed again on VGChartz.  When is it safe to say such threads are doomed?
