It means I don't have wto worry about any police and laws to modify my car with as much shit as I want. THat does NOT imply that I can take it on a public road. I could on my own private track or whatever though.

No it doesn't. How does you modifying your console have any bearing on their games? Furthermore their games are not public property, like PSN. They are YOUR property, so you can do with them as you wish as well.
