I don't know from which biased source you get your news but the federal government didn't have a surplus in the 90s. If you ignore social security, medicaid, medicare, congressional pensions and military pensions, your point would be correct but then you are just living in a fantasy land where you pick and choice which parts of reality to believe in.
Also, when you say cutting the tax cuts, you are wording it in such a way that it almost becomes propaganda. I’m not saying that’s bad. You should try to word things in ways that favor your point, but I can clearly tell you are doing so. I understand you are talking about greatly increasing income taxes for all Americans that make over $15,000 a year. Republicans would never support that and Obama campaigned against it. It was one of his key issues. He said he would reduce taxes for the middle class. So calling for massive tax increases for the middle class is more out of the norm than someone calling for the end of NEA although, admittedly, they are both very unlikely to happen.
As for taxes on companies, the US tents to tax companies far more than is common in Europe. In Europe and much of the world, a great deal of business taxes come in the form of a VAT tax which is much easier to pass on to consumers than a corporate income tax. If you want to help the US economy, reduce business taxes and simplify the tax code, don't make it worse.
