You dont fix the budget of a country by cutting programs that are 0.0001% of the federal budget.  

You fix it by cutting unneeded, illegal, unused, useless, and unpopular programs along with everything else you can possibly cut until the budget is not only balanced, but actually in the black.  So yes, in this case, you do.
