Publisher revolt, most likely. N64-style, since then it would end up costing a lot more per unit to physically make the Cafe games (and we know that Nintendo requires more financial input on the publisher's part to make games for their console period than Sony or Microsoft do, so nothing would exist to alleviate those costs)
