Never underestimate bureaucrats' and marketers' ability to make strange reasons up 
The true reason would be insufficient manufacturing capacity and that they don't want to pump it up as this would cost much and the new plants would be underused during dead periods, so they would make something else and strange up... too much snow in Canada and Iowa, for example (OK, I was half serious, half joking! 
)
