It's a legitimate phenomenon. Happened to Joystiq in a big way (though it wasn't a steady downward curve. There i joined in mid 06 and the site's community really peaked in 08 and started dropping off heavily in late 09).
Many of the users that were big here when i was still lurking (and whose work helped inspire me to join) are completely gone, but i'd disagree that the site's going downhill. At least not yet.
