Yes that is true....a level editor would be nice but I don't think the consoles could handle something like that (i'm assuming their level editor would be much more advanced then a Halo forge like level creator)

considering in the past they have been saying that megatextures would mean that even high end PCs with less than 8GB would strugle so they weren't going to include tools at all, I doubt that consoles could handle it...
