I've seen it being played and I've watched videos, from those experiences I can say that it looks clean, runs very well and seems to play very well (are you referring to Red Steel 2?)
Platinum games have been known to make low cost HD games, Vanquish was rumoured (mentioned by Scribblenauts dev, Jeremiah) to have only cost $5 million, so I imagine Bayonetta may have cost around the same amount or a little more. Voice acting is only expensive when you hire a lot of expensive voice actors, they didn't.
Music games have a history of being expensive to make, music licences aren't easy to get and they can be expensive, which is one of the main reasons why Guitar Hero discontinued the release of new content. It was also developed by Ubisoft Paris, a large team in a country that has higher wages per developer compared to a country like Japan. The marketing campaign behind Just Dance 2 was also enormous and continous, that alone probably covered a whole game budget.
Bet with Conegamer and AussieGecko that the PS3 will have more exclusives in 2011 than the Wii or 360... or something.
