Yes it is.  4 player co-op is one of the selling point.

online co-op doesnt make it a multiplayer game.

multiplayer games only have multiplayer.

You can play Monster Hunter or Call of Duty or even Left4dead by yourself.  That doesn't mean they're not multiplayer games.
