Depends on your point of view. With platforms like the PS3 and 360 there might be issues, but ideally (like on the PC) developers and publishers should be free to sell their products as they see fit, which should create plenty of competition. As they alter their prices, they create competition, and you have a winning recipy. Steam generates lots of money by having big sales, and right now there is a sale on Need for Speed games, get NfS: Hot Pursuit at 50% reduced price.
The thing is, games won't be full price for years on end, because no matter if they're being sold physically or digitally, demand is what sets the price. If demand lessens, and developers wants to keep making money off their games, they'll lower the price to make the game more attractive to gamers. Or maybe they will introduce special sales that could never have happened at retail like "Buy six of our games for this ludicrous price!".
There will be pricereductions and sales on games sold digitally just as much as there is physically.
