Basically they must fish his corpse out before the fishes eat it, finely chop it and send one small piece to anyone wishing to have its DNA checked... But wait, the relative's sample they compared it with could be a fabrication! They must publicly chop a living relative of his too before neutral witnesses and send these pieces too for the comparisons.
