It's already down by 650k vs the PS3 (probably substantially more once the dust settles from adjustments). It is down 1.34 million in shipments versus the 360. It is going to need to make up quite a large amount in October/November to be that close in December.
Plus the PS3/360 will likely get price cuts, as well as a number of games during the holiday season.
