Clockspeed is everything for some games.

I assumed that his screen had a 75hz refresh rate, like most modern monitors. I don't know about you, but I don't like screen tearing. That GPU can't even do 60fps for most modern games, so it is not good enough.

Personally I don't really have spotted too much screen tearing in games, apart from Titan Quest which seems to have tons of it. Anyway, I have a HD 4850 and a 60 Hz monitor (which I suspect is more commong than 75 Hz, though I could be wrong) and I don't really have any problems even if I'm not hitting 60 FPS all the time. For many games, anything over 30 is playable, even if it's not quite as enjoyable as 60.
