Absolutely and most do act responsibly. I think the main problem is that it's transmitted and people don't find out for a year or better because not only is it undetectable for several months but there are no visible signs of the disease for a year or more after that point.

They could also try being responsable by not getting infected in the first place.

Well, yeah. That'd be a good first step.
