No.
Nintendo always keeps their devices unique enough to warrant separate purchases. Notice that even though Pokemon is insanely popular it never has a main game line on a home console?
Beyond specific games, the console can offer experiences the handheld simply can't. It has far more power and thus will have games just not possible on a 3DS/NGP.
Plus, on the console side, its limited to the range of the wireless technology, whereas a portable console can go anywhere and is only limited by its battery.
