Nope, even with the laws banning it there were some homosexuality within the Roman army's ranks. There was so many soldiers at points there was no way they could be monitored so things happened.

I honestly have no idea, but maybe stress, strange lands, no women? Or maybe being gay really is a mental thing that people are born with for some people? Who knows, there are probably dozens of possible reasons. But you are right, sounds exactly like the Navy

Well the whole mental thing seems a little less likely. Let's face it, homosexuality would have been bred out of existance by evolution if that was the only reason, for very obvious reasons.
