I think people just got used to the wonkiness of the weapons the more they played so it seemed less broken. Well see, I replayed the beginning after I had finished the game, and the guns were very much accurate for me once I realized that their aiming trully does suck bad. Honestly the only weapon which I could count on the entire game to hit were the sniper pneumonic rifle. Other than that I made my way through the game throwing knives because they are the most accurate and do the most damage. But towards the end I had a fully upgraded pistol, and the accuracy of it had really gone up. Basically, the guns suck dick unless they get upgraded. Which makes sense since you aren't supposed to be some form of 1 man army.
On the stealth note. I totally remember people bitching that stealth didn't work because they would shoot then the bad guys would know where they are and shoot back. That is how dumb FPS players have gotten.
P.S. Now that I think about it, the fully upgraded pistol was actually my favorite weapon for far away targets. It always hit and it was silent.
