On average, yes, Home media sales are down from last year.   Blu-ray is doing well but not as great as it should be doing and it rarely can make up for the losses in DVD sales that are happening.   

The last few weeks are exceptions in that the difference is high,  but that was due to big releases from last year.

USA is not the worst country for the movies industry, in Spain some companies are studying to cease the distribution of DVDs and Blu Rays due to rampant piracy.

Since the beginning of 2011 the difference is, oddly enough, about 20.11% down from last year.   Which is alot considering that all of last year it was only down less than 6%.   But I dont know what it was last year at this time either.  Last year did also have a couple of huge releases as well,  Avatar being the obvious one that stands out as the biggest.
