I don't think they are putting 1st party on hold, just that the launch games won't be a Zelda or Mario game.
Look at 3DS. It has NO 1st party title that is HUGE and guranteed to decimate any quality 3rd party title. You say Nintendogs/cats, well that doesn't compete with typical 3rd party AAA IPs. Even the Kid Icarus game is coming later after 3rd parties get success.
It makes sense and fits with a discussion someone else and I are having in my thread. Nintendo needs 3rd parties to not just be successful (as they can be profitable all on their own) but to be a massive powerhouse and dramatically increase that profitability.
This means they will ensure their top IPs are showcased in times where it won't negatively affect 3rd party IPS. Nintendo knows their software will sell regardless. So, the best choice for long-term profits and increased hardware sales is to accomodate 3rd parties as much as possible to gain their IPs which in turn gain their customers.
