Dreamcast used a proprietary format, that nearly doubled the capacity. However, if they had just waited, they could have taken advantage of DVD's even higher capacity and film playback. So the Dreamcast did jump the gun.
As for CDs, it wasn't jumping the gun as much as crappy games. The Turbo Grafix CD just played 16-bit games with cut scenes and better sound, and that actually allowed the system to last years in Japan. The Sega CD, CDi, and 3DO all tried weak 3D or FMV games, which were shoddy predecessors to full polygon graphics.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
