Well, publishers don't care about sold to consumers numbers and they don't even know how much that number is. Most retailers don't report any sales to publishers (they don't report DVD, CD or other sale numbers to publishers either) because they don't have to so publishers can't even in theory know the exact sales. Pretty much all sales reported by publishers are sold-to-retailer.
And, really, publishers get the same money whether game is sold to consumer or not. If publisher sells game to retailer for 10 bucks and it sold to consumer for 100 bucks, publisher still gets only 10 bucks.
