You don't think it counts as hurting the inbred child that they are going to have? Particularly when you accept that in certain communitiies, if you legalise it there will likely end up being more than a single generations worth of inbreeding.
As I said above, if they use condoms and are willing to get an abortion if the condom/pill/whatever fails, then they are hurting no-one
