Cost to develop is really a function of local wages times man-hours for the title. Poland's wage scale is much cheaper than in the west.
Japanese studios use engines a bit better than westerners do, which allows for cheaper game development at times. However, I wouldn't cite Nier as being a great success, as Cavia still closed down after it came out.
