Since Nintendo wants devs who will follow their development philosphies, the only western devs I see them buying are Eurocom, Monster Games, Next Level Games, and maybe Silicon Knights. There is always Rare, but I'm not sure Microsoft will want to give them up, especially after all the money they gave up to get them. They are opening that new R&D center in Japan, so maybe they are about to go through another corporate restructuring
