If ioi's 3 millionth post was simply him adding one directly into the database with that id then he did literally skip a few thousand, as the database entries will keep on incrementing from then.
In fact I just checked a few, and I don't think there are any posts with the id for a few thousand before the 3,000,000th... thus they never existed. The "bug" figure for the number of posts is probably as near as damnit to the real thing.
