its depends on size and employment numbers. Since Employment costs are the biggest when it comes to developmenting games (probably 70% of the games cost). If you are developing an small game with an small team then the costs will be lower while developing an big game with big teams, its the other end. Then you factor in the payments of those employees and the location. For example if the pubisher is based in the US and funded an game in an currency where 1 USD = 2 dollar of that nations, then the development costs for the publisher is half that of an US made game.
