Of course it is.
Game developers are just in on this together to increase the perceived value of their product. You can see the conspiracy in action any time a big publisher talks about rising dev costs and game prices reaching $100 in the future. It's also why there are so many creative risk-takers in this industry, as opposed to more expensive ones like book-publishing.
