They do some, but not that much.  Basically, they are cheap cash-ins that ask people to pay more for extras that could be sold seperately and aren't worth the additional price.  Nintendo doesn't need that, and they know their games will sell on their own merits regardless.  This is especially important because their games tend to have long legs, and they like it that way, and special editions don't support that strategy.
