but they're doing it... even Civilization V has its modding capabilities severely restricted just so 2K can release "Civilization packs" and charge for it individually (while Civ IV had 2 full-fledged expansions totally worth their cost).
there's nothing wrong with selling map packs, as long as they're not a total ripoff like Black Ops' are.
