Uncharted games were both made on $20m budgets, with teams around 100 (I am fairly sure that they have only reached that number with Uncharted 2)
But I certainly agree laziness depends on the number of employees that people use, so the question is how productive is each employee which is something impossible to judge. A seemingly efficient studio could just come from overworking
