No, you're being offensive. Racist, in fact. The situation you attempt to sideline as simple xenophobia is considerably more complex, and has many different reasons for existing, not just your single racist one.

Calling Japan xenophobic is racist now? Ah I see the Japanese are a race and criticizing them is therefore racist?

Generalizing about Japan is, in a way, racist imo. Besides, wouldn't you just call this patriotism? They love their country just like many Americans love theirs and support it by buying its products. 

Would you go as far to say that saying "Japan is xenophobic" implies that their xenophobia is something genetic making them an inferior race? Racism first of all implies that there are different races.

I wouldn't use the word racist too lightly.
