That's exactly what he meant, as he defined it in the same interview (in a portion which most sites just kind of forgot to add). The goal, as near as I can tell, isn't so much to make sure that only awesome games are on the service so much as it is to make sure that only games that will return a reasonable profit (for Nintendo) will get hosted.
On topic, the man is crude, but considering how much of a hash Nintendo has made of their online distribution services, I can't really blame him.
