My understanding is you can use a regular DSi power supply with the 3DS WHILE playing it. What the cradle does is provide a place to doc the 3DS when not in use. Due to the motion sensor in the 3DS, one may want to have it so you have your 3DS not plugged in, and free of wires. The cradle is a way to provide a charger solution for the 3DS when it isn't in use.
