Either VGC isn't tracking 3DS pre-orders yet, or people are buying the 3DS for the console, and planning on getting DS games for now and 3DS games later.

Sure it's the first option, even without a massive system seller it's obvious multiple games will open at over 50k. Look at Japan, and the 3DS sold there were only 400k against 600 k...no game will sell a lot (aka 150-200k), but that was obvious from the beginning.
