Not necessarily. Homefront sold 290k last week. Black/White sold 113k each (as for some reason these people decide to split up the two). They're each likely to be at 80-90k now, so all we really know is that Homefront didn't drop by over 66% from week one to two. It could have dropped nothing at all, though, we simply can't conclude anything from these numbers.
(Note that I'm using the VGChartz European data, and UK habits are slightly different than the rest of Europe's, so expect some minor errors from that).
I'd rather say it means Pilotwings had a poor opening (<100k for EMEAA seems likely), Street Fighter a decent one (100-200k for EMEAA).
