Eurogamer does use lag behind. It's not in the article but on the main menu as a sub-heading. He is indeed just the messager.
On Topic....
As ever the main issue I see here is the one I have with most stuff like this, it's simplified statistics that without context can be misleading.
For a start the tone assumes they should all be the same and therefore PS3/Wii are lagging. But why should they be the same? PS3 sells in more countries with less internet infrastructure, for example, therefore I could just as easily argue the 360 lead is disappointingly small next to PS3 as 360 install base is more focused in territories that should be buying even more, percentage wise, online.
With Wii it clearly has a much larger install base and a lot of that base is playing offline centric titles as a family unit. Again, the Wii percentage looks perfectly fine.
Really, as ever this is another example of the need to generate a stream of factoids without cpontext to satisfy the needs of a 24 hour internet commuications infrastructure.
For the record, I think the percentages look right about where you'd expect given worldwide install base, demographics, internet purchasing penetration, etc.
If the PS3 was equalling the 360, for example, I would see that as reflecting worse on 360 for the reasons noted. If Wii was higher then I'd be surprised given it's demographic install base.
Really, this just confirms what a bit of simple thought would have told you.
Try to be reasonable... its easier than you think...
