People who lost their PS3's in the distast probably also lost their house, car and a bunch of other stuff. I don't expect insurance re-buys of PS3's (Wii's, DS's and PSP's) to have a material effect on weekly sales as people aren't all going to go out a replace their consoles within a few weeks of each other. The re-buys will happen over a period of several months / year because people will mostly replace their household items as they get their living situations into more permanent arrangements.

I think you could expect a short term surge in handheld sales (including things like iPod/Pads), because people stuck in shelters and other cramped, shared accomodations will look to handheld devices as things to pass the time/take them away from the horrors of reality for a while. Gaming is a legitimate coping strategy.
