Well first of all, I'm arguing from a content standpoint, not gameplay. Since the city will not change (for the most part), the content you are playing for longer is still the same. And just because you can get through a level faster doesn't mean the content is less. Now if the content doesn't appeal to you, that is one thing, but the content you don't like is still objectively numerous (yes, I admit that to games I don't like).
Second of all, that is nice to know IV has a replay option.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
