Lillipup/Herdier/Stoutland is a good Normal-Type TM mule and they can also learn Surf and Strength. But for the biggest amount of TM's usable, Audino is your best pick.

Could void a need to pick up a proper Water type, as Surf is pretty much the only offensive water move i use anyway :P

There's an amazing TM-learnable Water move in the new games, Scald. Not only does it have 80 attack power, it also has a 10% chance to inflict Burn status on the foe's pokemon. It's like a watery Flamethrower.
