Fatal Frame 4 has not been localised because of the many bugs this game has, why Nintendo don't hustle the developers to fix this? I don't know.

I forgot to say this earlier, but it could be that Fatal Frame 4's lack of localisation isn't entirely to blame for Nintendo.  If I remember there was a French ad commissioned (and accidently used) by NoE, somewhat suggesting that Nintendo had plans to localise Fatal Frame IV at least for Europe.  Maybe it had something to do with Tecmo as they own the IP, but then again I don't see why they would.  It's all confusing
