I found that Franch market is at 2.3-2.4B euros (hardware, software and accessories), from which hardware is responsible for 1.1B. Software should be around 1B (not sure how much is for accessories but it shouldn't be a lot). So this would put France as being 2x as big as Germany in terms of market value.
