I've not played neither of them, but I've seen gameplay videos.
TLS and Xeno both look like traditional JRPG's, although TLS has a very unique battle system. You can roam your world map or whatever, towns, talk to people, visit stores... Etc.
Valkyria pretty much has you doing missions, and in between you upgrade your squad at a menu and get your story through cutscenes and story boards.
They're very different.

TLS is also mission based, has no world map and is basically a RTS RPG. It actually probably has more in common with VC than with Xenoblade or FFXIII.

It's not RTS-like at all, the combat is actually pretty basic, you can even turn combat on "auto" which means you just have to run towards enemies and your character hits them automatically.
Also, the huge town is basically the world map. It's not mission based like VC, TLS actually has exploration elements and wandering around places.
