In Valkyria's case, I think it's more about lowering development costs. VC3 was also outsourced, Sega didn't develop it.
Looking back though, I think they should've just stuck to PS3 and added in 360 ports. VC2-3 probably would sold the same in Japan, and assuredly would've sold a ton better everywhere else. Honestly, I'm not even sure VC3 will release outside Japan at this point, PSP in the west is literally a dead system.
