Looks like you already got as far as messy-but-functional. (At the stop that goes to the spawn point.) I'm having a hard time thinking of a solution that works on flat track but still satisfies the stated goals.
I have a hard time imagining a solution that fits the goals, works on flat terrain, and doesn't use the South-West rule. For a stop that does, IIRC I just saw your solution at the spawn point?
