Because of the name I doubt it is single player unfortunately. I hope so. 

It does actually have a significant single player component. You use the home city to access single player "quests", which essentially equate to the campaign and scenario mode of previous games. They then give you items and XP which allow you to unlock tech and units at your home city (a bit like AOE3 but with more customisation).

There are a few quests that you have to do co-op and you can also access PVP matches from your home city too.
