I'm not saying MS doesn't nickel & dime some aspects of their online set-up (stuff for Avatars should be cheaper), but I can see them charging more for games that have been reworked. Upgrading from N64's blur-tastic graphics so that they look good in HD probably wasn't cheap.
I find a lot of prices on the XBLA to be pretty fair, and with so many sales and specials, it's hard to complain. My girlfriend has downloaded almost as many games as she has purchased on disk for the system. She catches pretty much all of them on sale. Huge full-fledged games and game add-ons can cost 5 bucks. And again, as was pointed out earlier, Sony charges like $6 for PS1 games to download on the PSP or PS3. Nintendo charges 10 bucks for N64 games, 5 for NES and never has sales.
By the way, there are currently three free games on the XBLA, and they're not too bad.
