I believe they actually do track 90% though. Much more than NPD which tracks around ~60%.

In fact IIRC, the Enterbrain numbers are the raw figures, they dont scale up. So the true sales are these numbers plus 10% for each game. At least I recall reading something like that on GAF a few times.
