The primary difference between the Wii/3DS and platforms that the Unreal engine has been demonstrated to run on is that the Wii/3DS have a fixed functionality graphics pipeline and the other platforms don’t.  While this can have an impact on what a game looks like, being that you can disable most of the effects that require programmable shaders in most games, I highly doubt that it would be that difficult to modify these engines to run on these platforms.

Now I could be wrong, but if that is the case I would say the difficulty to port the Unreal 3 engine would be a sign of a very poorly engineered system.
